First, consider the practice level. Focus on Helen’s needs and interventions that would address those needs and lead to improved outcomes. Then consider the support group on a new program level. Think about the resources that would be required to implement such a program (inputs) and about how you can measure the outcomes.

Analysis of Disaster Recovery Plan and Strategy
Prepare a critical analysis of a specific recovery operation associated with a recent disaster.
The event should have taken place within the previous 5-year period. It can be either a domestic (within the United States) or international disaster event, organic (Natural) or inorganic (manmade/technological), but must be one specific to a particular geographical area so that you can assess, analyze and reflect on the actual recovery operations in the affected area. For example, do not choose a disaster that impacted widespread multiple locations around the world (e.g. a tsunami affecting many countries). Instead focus on recovery activities associated with a specific locality or region where you will be able to examine how public, private, and nonprofit sectors responded.
This analysis must contain thoughtful, reasoned discussion about the appropriateness of the recovery operations in relation to the best practices studied in Fundamentals of Recovery. You are expected to apply what you learned in reviewing the recovery. For example (and these are just ideas for application):
How well did recovery agencies use (or not use) local damage assessment tools?
Did officials provide leadership according to NDRF guidelines?
